(i) Initiatives of the IP Business Management Support Network Inappropriate IP transactions between businesses have become a growing concern in recent years. To strengthen the support system for dealing with such transactions, the IP business management Support Network, comprised of the JPO, INPIT, the Japan Patent Attorneys Association (JPAA), and the Japan Chamber of Commerce and Industry, expanded in December 2024 with the addition of the Small and Medium Enterprise Agency.*6 Through the expanded network, member entities gain a broader understanding of the actual conditions of inappropriate IP transactions; enhance the IP management literacy of SMEs, micro businesses, and support organizations; and ensure efficient IP support in response to management inquiries from SMEs, etc. (ii) Projects to Create Model Areas for IP Management Support*7 [Figure 2-3-2] To create model areas for IP management support, municipalities that are motivated to use IP for the growth of regional enterprises and revitalization are designated as focus areas for IP support. In addition to dispatching business producers to these areas, producer teams are formed with the business producers playing a central role, leveraging support resources received from support organizations and others. In addition to Aomori Prefecture, Ishikawa Prefecture, and Kobe City to which support has been provided since FY2024, Aichi Prefecture, Yamaguchi Prefecture, and Kumamoto City were newly designated as focus areas for IP support in FY2025. Through mainly liaison meetings and the provision of accompanying support for regional SMEs and startups, regional IP business management support networks are formed and strengthened to create innovation through sustainable IP use.
