7 Development of IP Human Resources (i) Access to IP Teaching Materials The JPO prepares IP teaching and reference materials for the development of IP human resources*26 and promotes the use of the materials, making them available on the JPO and INPIT websites and holding seminars that utilize them. As of December 2025, 16 types of teaching materials are provided on the JPO's website. As of December 2025, a variety of teaching materials for students, educators, and university researchers are provided on INPIT's website. In 2025 (January to December), INPIT, in collaboration with support organizations, the JPAA, and other organizations, held groupwork seminars “Learn from Real and Latest Cases! Strong Business Management and the Next Move: Intellectual Property Management Worth Knowing”, using the IP management teaching materials.*27 It was conducted 13 times (one of which was online). In addition, INPIT and the JPAA conducted one seminar each in Tokyo and Okayama and one seminar online for promoting the use of IP management teaching materials and training seminar instructors. (ii) IP Learning School Support Program for Developing IP Capabilities*28 The JPO and INPIT support efforts to foster knowledge, consciousness, and attitudes regarding protection of IP and utilization of its rights, targeting high school and technology college students who are the “industrial human resources of the future”. In FY2025, 65 schools were selected for support. 7 知的財産人材の育成 (i) 知財教材の普及 知財人材を育成するための知財教材・参考書*26を作成し、特許庁・INPITウェブサイトでの提供、教材を用いたセミナーの開催などを実施し、普及に取り組んでいる。 2025年12月時点で、特許庁ウェブサイトにおいて、16種類の教材を提供。 2025年12月時点で、INPITウェブサイトにおいて、生徒・学生・指導者・大学研究者向け各種教材を提供。 2025年（1月〜12月）は、INPITにおいて、知財マネジメント人材育成教材*27を活用したグループワーク型セミナー「リアルな最新事例で学ぶ！強い経営・次の一手〜知って得する知財マネジメント〜」を各種支援機関、日本弁理士会等と連携し13回実施（うち1回はオンラインにて実施）。 また、日本弁理士会と知財マネジメント人材育成教材の利用、セミナー講師育成を目的としたセミナーを東京・岡山で各1回、オンラインで1回実施。 (ii) 知財開発校支援事業*28 特許庁及びINPITは、「未来の産業人材」である高校及び高専専門学校の学生等を対象に、知的財産の保護や権利の活用についての知識や情意、態度を育む取組を支援している。 2025年度は、65校を支援校として採択。 Part
