(iv) International Cooperation on Patent Examination Practices [Figure 2-2-6] The International Cooperation on Patent Examination Practices is an initiative through which JPO examiners hold direct discussions (examiner exchange) with and provide training to examiners of foreign IP offices on examination practices. The program aims to promote mutual understanding, foster trust, and improve harmonization of examination practices with foreign IP offices, and ultimately support Japanese companies in their smooth and predictable acquisition of patent rights overseas. • Cumulatively, from April 2000 to December 2025, the JPO has executed the International Cooperation on Patent Examination Practices, either on a short term or mid-to-long term basis, with 36 IP offices and organizations. • In 2025, a total of 10 examiners from the JPO took part in the examiner exchanges held by dispatching examiners to the Taiwan Intellectual Property Office (TIPO), the CNIPA, and the German Patent and Trade Mark Office (DPMA). A total of 26 examiners from the JPO also took part in the examiner exchanges held by receiving a total of 14 examiners from the CNIPA, the National Institute of Industrial Property of France (INPI), and the Spanish Patent and Trademark Office (OEPM). In addition, a simplified examiner exchange was held online with the MOIP. • In 2025, a total of 18 international training instructors and others*19 provided in-person training for a total of approx. 390 examiners in emerging countries. (iv) 国際審査協力 [2-2-6図] 国際審査協力とは、海外特許庁の審査官に対して審査実務に関する直接の議論（審査官協議）や研修提供を行う取組であり、海外特許庁との間で審査実務の相互理解、信頼醸成及び調和を推進し、我が国企業の海外における円滑かつ予見性の高い特許権取得を支援することを目的としている。 • 日本国特許庁は、2000年4月から2025年12月までの累積で、短期又は中長期の国際審査協力を、36の知財庁・組織と実施。 • 2025年は、台湾経済部智慧財産局、中国国家知識権局、ドイツ特許商標庁に審査官を派遣する形式で実施された審査官協議に、日本国特許庁より計10名の審査官が参画するとともに、中国国家知識権局、フランス産業財産庁、スペイン特許商標庁より計14名の審査官を受け入れる形式で実施された審査官協議に、日本国特許庁より計26名の審査官が参画。また、韓国知識財産処と、オンラインによる簡易的な審査官協議を実施。 • 2025年は、国際研修指導教官など*19延べ18名が新興国の審査官延べ約390名に対し、対面研修を提供。 Part2 Chapter 2 Inte
